We are living in world of fear and uncertainty. The advent of the 9/11 attack in the United States has created this fear and uncertainty. It has led to tougher laws, legislation and law enforcement to ensure that the life of every citizen in our land is not put on the line.

Today, we can see law enforcers ubiquitously. We see police chiefs roaming around and checking all corners of our cities to ensure that our feeling of fear and uncertainty is allayed. In this scenario they play their role as vanguard of the people.

There are times, however, that this is not the case. Due to their exaggerated duty to ensure security as an aftermath of 9/11, police officers tend to do everything to eliminate all crime plaguing the country and the whole world as a whole. The other face of the coin in this new attitude of the police however is police brutality. We often see cases of police brutality on television nowadays. Statistics show that it has risen in recent years.

According to the Department of Justice, cases where police, prison guards and other law enforcers have used excessive force to violate victim’s civil rights have seen an increase over the last seven years. In Chicago alone there were more than 10,000 complaints filed against police officers between 2002 and 2004. However of the said cases of complaints, only 18 led to meaningful disciplinary actions. Further In Milwaukee last year, Frank Jude and Lovell Harris were brutally beaten by three police officers who were not convicted. This led to public outrage in the city.

Going back to Chicago, police brutality initiated by police officers has really become an issue of concern. According to the University of Chicago report entitled “The Chicago Police Department’s Broken System”, police officers in Chicago received more police brutality complaints per police officer than the national average. It is not surprising that the Amnesty International used the high incidence rate of police brutality in Chicago to discredit it as a possible host of the 2016 Summer Olympic Games.

Police brutality is only one form of police misconduct. This is serious issue confronting not only Chicago but other cities in the United States. Hello From Chicago – Part 4 – A Personal Tour Of The Chicago Cultural Center

Yesterday, after our lovely Austrian breakfast we went downtown to the Chicago Cultural Center, the main downtown information hub for tourists, to ask some questions about the Pullman Historic District, a planned industrial community, built in the 1880s by industrial magnate George Pullman, creator of the famous Pullman sleeper cars. We figured this would be an interesting place to visit since it brings together architecture, social and industrial history, and it would really give us insight into one of the most interesting personalities of Chicago’s history.

To get more information about this neighbourhood we talked to one of the volunteer greeters who staff the Chicago Cultural Center and offer their local expertise to visitors free of charge. The Chicago Greeter program today offers 150 greeters speaking 20 languages and the Greeter program is one of the best ways of getting to know the city through the eyes of a local resident.

As a matter of fact, I had registered electronically for a Chicago Greeter Tour prior to my departure, but something had gone wrong with my registration and as a result I was not assigned a greeter. The good thing is that the City of Chicago also offers “InstaGreeters” – local volunteers / experts who take people on downtown walking tours without the necessity of a prior registration.

This is how we happened upon our very own personal InstaGreeter tour: Chicago Greeter and local expert Don talked to us a bit about the Pullman Historic District, but the more we talked, and the more he saw that we were really interested, he asked us whether we wanted a 20 minute tour of the Chicago Cultural Center. Considering that this is a Chicago landmark we readily agreed.

The Chicago Cultural Center was originally dedicated in 1897 as the city’s original Public Library. It is an impressive limestone-faced building with intricate details, marble staircases, patterned ceilings, beautiful floor mosaics and two impressive stained glass domes. The cupola on the south side of the building is the world’s largest Tiffany stained-glass dome.

Today the Cultural Center houses one of the city’s Visitor Information Centers , various galleries, exhibition and meeting spaces, the Landmark Chicago Gallery which displays photographs from the permanent collection of Chicago landmarks, the 294-seat Claudia Cassidy Theater as well as the Studio Theater and various other facilities. You can even get married inside the Chicago Cultural Center.

Designed in the beaux-arts style by the Boston firm Shepley, Rutan and Coolidge, the Chicago Cultural Center was completed in 1897 and dedicated as the city’s original Chicago Public Library. Completed at a cost of nearly million, this remarkable monument was inspired by the neo-classical style of the World’s Columbian Exposition held in Chicago in 1893.

To start off, Don told us that the name of the city of Chicago is an Indian word for “stinky onion swamp”. He also explained that Chicago is a city of superlatives: 3 of the world’s 10 highest buildings are located here. Chicago is also widely considered to be the birthplace of modern architecture and a living museum of architecture, showcasing some of the world’s most famous architects including Frank Lloyd Wright, Daniel Burnham, Louis Sullivan, Mies van der Rohe and Frank Gehry.

Chicago likes to do everything big. The world’s largest public library is located here: the Harold Washington Library Center houses 2 million books. Chicago is also home to the largest building in the United States (excluding the Pentagon): the Merchandise Mart has 90 acres of floor space, housed in an Art Deco landmark. Buckingham Fountain in Grant Park is one of the world’s largest fountains. Chicago also has the only river in the world that flows backwards. Engineers reversed the Chicago River in 1900 for sanitary purposes. Here’s another interesting fact: Chicago also has the largest Polish population outside of Warsaw.

Our local expert Don took us through the building and showed us the two stained glass domes, the exhibit halls, the photo collection of Chicago landmarks, and to keep going along the line of superlatives, Don gave us a brief synopsis of Millennium Park, located right across Michigan Avenue from the Chicago Cultural Center. The idea for Millennium Park was conceived by famous mayor Richard M. Daley, and with the help of private sector donations Millennium Park has become one of the most impressive outdoor venues anywhere. The project cost 5 million, of which 0 million were financed privately.

Our Chicago Greeter Don, a former vice-president at Motorola, is very knowledgeable about the history of Chicago and very passionate about his city. His pride in his city is obvious, and there is a lot to be proud of. For me, Chicago’s waterfront including Grant Park, the lakefront trail and its beaches are some of the most awesome features of this city. In total Chicago has more than 7300 acres of parkland, 552 parks, 33 beaches, nine museums, two world-class conservatories, 16 historic lagoons, 10 bird and wildlife gardens, and it’s not surprising that Chicago has won numerous awards including “Best City in the World” and other accolades.

With Don’s help we got a great overview of the Cultural Center and a bit of insight into Chicago’s interesting history. It was the perfect preparation for our tour of the Pullman Historic District, an industrial community created by George Pullman, an industrial despot, yet a foresightful social entrepreneur who, according to Don, was universally despised.

Armed with a bit of background knowledge we were looking forward to our exploration of Pullman’s social experiment.

Civil Rights Violators: Chicago Police in Focus

The Chicago Police Force is the second largest police force in the United States. It has a total of 13,500 members, next to New York Police Force. However, the second largest police force in the United States has the highest average among the big police departments in terms of excessive use of force complaints. The police department has 40 percent more than the national average.

Statistics shows that from 1999 to 2004, the citizens of Illinois filed about 1,774 complaints involving police brutality. Only five percent of the department, however, was responsible for about half of the number of abuse complaints from 2001 to 2006.

In a study called “The Chicago Police Department’s Broken System” conducted by the University of Chicago led by law professor Craig B. Futterman and the Invisible Institute, a company devoted to protecting social justice in Chicago, more than 10,000 complaints of police abuse were made against Chicago police officers between 2002 and 2004. However, only 19 of these complaints resulted in significant disciplinary action or seven day suspension. In light of this alarming statistics, the study argues that the Chicago Police Department should not be permitted to ‘police itself’.

The study also advocates that an independent civilian oversight board should do the monitoring and investigation of police abuse reports. This would provide for more transparency and accountability in the conduct of police officers in Chicago.

Futterman accused the department of withholding information from the public as police officers declined to participate in the study. Further, he said that 85 percent of the involved police officers in police abused are not interviewed in person regarding the incident. In addition, what is noteworthy in the study is that only about ten percent of those who experienced police abuse filed a complaint against the department.

The Case of Diane Bond

The case of Diane Bond is an example of a notorious case of police abuse committed by police officers of the department. The story of this middle-aged single mother starts off with a group of Chicago police officers known as “the Skullcap Crew” approaching her in the hallway of the building where she lives. One police officer put a gun against her head, handcuffed her and then later ransacked her home and terrorized her.

This is not the end of her story. In the civil rights lawsuit she filed against the group of four police officers, she also mentioned that one of the police officers allegedly brought Bond inside the bathroom and coerced her to show her genitals. Another officer also threatened to plant drugs on her. Bond also stated that the police officers beat up her son and later coerced her son to beat another man whom they brought with them in her home. The police officers did not end with this incidence because they allegedly continued to terrorize Bond over the next year.

Concerned Citizens Help

Craig Futterman filed a civil rights lawsuit in behalf of Bond. He charged five individual officers of the notorious department, its police superintendent and the City of Chicago with violation of Bond’s civil and constitutional rights. Together with Invisible Institute, Futterman continues the fight against what police spokespeople said “bad apples” that give a bad name to the department.

Kathryn’s journey to designing came after gaining degrees in both politics and history from Lake Forest College, being a pre-law major, and attending Loyola University of Chicago, where she received an MBA. The mission of Kathryn Kerrigan, Inc., is to be the market leader in the luxury shoe market for tall women. She plans on achieving this goal by providing high quality shoes for the United States and International markets.

Some of her inspiration comes from meeting designer, Betsy Johnson, but she also draws inspiration from Diane von Furstenberg, and other big fashion names like Balenciaga.

Her designs have been critiqued by industry professionals who own boutiques, and by major retailers. Kathryn’s design philosophy is: Classic and timeless. She makes pieces that can be in style for fifteen years — not just for a season.

Her advice to up and coming designers is that you must posses a terrific sense of style, limitless creativity, a yearning to be fashion forward – and stay true to your brand. You must also have a lot of drive and persistence.

In 2009, Kathryn’s shoes were included in the prestigious New York Mercedes Benz Fashion Week. She would love to design for Nicole Kidman, because she wears a larger size shoe, and is always so elegantly poised and well-dressed.

Kathryn says Chicago has a lot of fashion savvy consumers who want the latest styles and trends. Her hope is to see more independent and established designers bring their business here.

In the future, she plans to have more retail distribution in terms of Kathryn Kerrigan boutiques, increased wholesale distribution, and web distribution, which services women all over the world.
